You talk about not being able to "walk the talk" hmmm.. who was the clan who talked **** about another one that they would be easily destroyed in a f2p full out, then when it came to it, said clan lost out opting the other clan by almost 10 two rounds in a row... hypocrite. I'd switch CP and EOP around, the only time I can think of CP being near to number one was when Bh came out initially, but then we moved to clan wars and I don't think CP were #1 then.. Well that's just my opinion anyway.

To be able to get your number up most new clans seem to have low requirements, the founders are usually quite high level'd thus meaning that the combat gap is quite big. Now you could have higher requirements but why go to a new clan when you can go to foe/fi/mm/e/dv/tlp. I was going to go into great detail but I'm tired and bored so basicly two examples of clans forming and doing well are EOP and Epidemic. Both started with low req's and got members and trained up. I know little of Epidemic, but EOP, started off with like 60+ req's i think then gradually as russ (old pk3r) trained the rest of the clan did untill there was a loyal base to build on.. I'm wording this quite badly but also what bob said.

It's a reoccuring weakness I've noticed about IR, when I was EOP we had a full out with them, they pulled 10 more then us and were confident of winning and messed it up.

Your second point is subjective to personal oppinion, so I will allow you to have it although I disagree with you. Your first point, you can learn from history, in any case FOE have either gotten better or stayed the same. The gap between them and other clans has remained constant so if FOE have actually got worst which I don't believe, so have the other clans, so the ML is not really what I make reference to, but FOE's ability in p2p. I believe FOE will not be outpulled and if they can win outopted, they can win even opts or outoptings another clan.

FOE. They beat FI outopted by a bit, TLP are a lot better than FI, but I believe FOE will out opt tlp despite the extra members and it's not as if FOE aren't good p2p, they've been #1 in it for months, perhaps a year for a reason.
