Really depends on what you want to do. If you want to clan, get 30 or 35. If you want to solo pk, get 45.

Honestly, it depends how long you get to play and what sort of account you're aiming for. From my personal experiances, my account has gone from Maxed 60 attack, 80 attack to Maxed turm. I found that the best time to PK or best 'build' to pk was 60 attack maxed with 52 prayer. Most people are still pures at that level and those that aren't are unfinished zerk/tank accounts so they're pretty **** compared to you.

Personally, as it seems you're basing your account as a F2P Pure, I'd stay 44 pray. As for the training it, I'd quest. Even if you're building up a F2P account, the prayer quests such as Priest in peril unlock a decent amount of the runescape map and let you do new things like barrows or if you intend to do farming runs from GP they're a lot quicker through the ectophal (can't remember what it's exactly called.) I've not really tested the SC method for weapons, I've done it mainly for skills and even then to be cost efficiency as opposed to time efficiency. I'm not sure whether you would be better off training in the time it takes you to get the clay so it's something that you might be want to check out before you commit.
