Your Hp lv in fights matters for about 15 seconds. Once you hit about 200 life points left it doesn't matter if you're 55 Hp or 99 Hp because you won't be eating past ~400 P2P is a different story though

it's 1-2 extra combat levels you do not need and until you reach 80+ strength are less efficient than if you had the actual strength levels. If you're any good you can make due with having lower range/str than most people you fight, but you'll always be at a disadvantage until you hit 55+ combat. Your current goals will sit you at 48 combat, but you'll have room for 65 range and the hp levels that come along with it (Assuming you quest 40 attack) 40 Attack 60 Str 65 Range 58 Hp 13 Prayer 48 Combat Building low level f2p pkers used to be a hobby of mine (botted most of them, then sold them) So if you'd like to talk about it anytime you can pm me on IRC just /query [NME]Fayth
