This hasn't been confirmed yet.

 

The only viable information as of yet is from the initial topic itself. Everything else is rumours ;).

 

It will be interesting to see what they will ask for... Some banned accounts (ie. Sparc Mac1 for example) could probably be sold irl for up to $500 rofl. So this isn't jagex's greatest idea imo.
