It's because there are pretty much three different brackets... They are not based on levels, but rather numbers. It's kind of respectful to have such brackets in place, like you wouldn't see 100 MM going after 15 CH for a win. Here's basically what the F2P H/M/L Level brackets look like...

 

DECENT - The clans that pull 100 (MM, FOE, EOP)

 

BAD - The clans that pull 40-60 (FI, TLP, CT, CP)

 

GOD AWFUL - The clans that pull 10-30 (EF, CH, M, N etc.)

Actually, Ranks wouldnt mean anything if it was 100 v 50, If it was Matched ops maybe a PCR list would work.
