What do the stars signify?

Those stars show 3 weeks in a row of work at a Citadel. You get them from working on plots. The higher the citadel level, the better the plots and you'll have access to free exp per week in Crafting and summoning (summoning being the most important) as well as other skills like Firemaking, woodcutting, cooking and mining.

 

There is a resource cap and it differs depending on a clans citadel level (Fi's atm is 1400). Once you have hit, for example 1400 resource cap, you cannot skill in the citadel until the next time it updates which is in a week's time.

 

To get a star, you need to get about 400-500+ resource cap, which takes about under 30 mins of time + on top of that you get free xp! you get 1 star for each week you work at the citadel.

You left out that each star gives a 15% bonus xp to skilling inside the citadel (for capping) and after 3 stars, you can "Claim reward" on the cloak to get bascially a free xp lamp weekly.
