Your best bet is either to get GIMP or Photoshop as there is a lot of tutorials for them however if you wish to use an online one, http://www.paint.net/ should be fine

There are heaps of guides on how to get Photoshop 3 for free, but it is illegal. Plus, i found it quite hard to start with but as you get used to using layers then youll be fine and its all about learning to use different tools. Youtube.com helped me the most. lol
