Well rune pure clans have **** numbers and rely on their 99 def tanks with range, so if they aren't allowed i'd imagine they could rape.

Would be pointless. Fights are capped at 100 so fighting against Rot or any maxed main clan would be disasterous.

I don't see how jagex could enforce the defence cap, it would end up 90 pures against 70 tank rangers, i don't really see how any pure clan could compete.
